Should Civil Rights be connected to anti abortion legislation?

Civil Rights groups are angered by Frederick Douglass and Susan B Anthony's names being a part of an anti abortion bill.  
In a confusing challenge, civil rights groups are standing in opposition to a bill that (in name) is designed to stop discriminatory abortions.  Could the bill actually lead to more hidden and dangerous abortions among minorities and women.  The Huffington Post has the full story.
